Vulnerable Person Registry

 

The Vulnerable Person Registry (VPR) is a voluntary service offered by the Lethbridge Police Service (LPS) to individuals who live, work and/or attend school in the City of Lethbridge and who, due to a medical, mental health or physical condition, may exhibit patterns of behaviour that pose a potential danger to themselves or others.

The VPR may be submitted by the Vulnerable Person themselves, or a legal advocate/guardian, to provide the LPS with quick access to critical information, ensuring that the needs of the Vulnerable Person are appropriately addressed in any situation that requires police interaction.

What do we mean by a “Vulnerable Person”?

A Vulnerable Person is someone who, due to a medical, mental health or physical condition, may exhibit patterns of behaviour that pose a potential danger to themselves or others. This could include an inclination to wander, the inability to communicate, fascinations or attractions (water, construction sites, etc.) and social responses (fear of strangers, aggression, etc.). Examples of Vulnerable Persons may include persons with Alzheimer’s disease, Autism Spectrum Disorder, an acquired brain injury, or a mental health condition that causes a person to exhibit the above behaviours.

Who can register an individual for the Vulnerable Person Registry?

Only legally authorized individuals may submit a Vulnerable Person to the Vulnerable Person Registry.

Before registering an individual in the Vulnerable Person Registry (VPR), carefully review the Terms of Use below:

Collection and Use of Personal Information

The Vulnerable Person Registry Form requires the collection of information that can identify the Vulnerable Person being registered (the “Registrant”), as well as any individual acting legally on their behalf who may be submitting the form. This information may include, but is not limited to, name, date of birth, contact information, physical descriptors, medical/health conditions, photographs and other similar information (“Personal Information"). Personal Information on this form is collected and used for the participation in and facilitation of the Lethbridge Police Service's Vulnerable Person Registry. All Personal Information on this form is collected in accordance with Sections 33 and 34 of Alberta’s Freedom of Information and Protection of Privacy Act ("FOIP Act").

Personal Information may, if required, be shared with other police agencies, or agencies assisting the LPS in locating or interacting with the Registrant for the above stated purposes, or dealing with other agencies and individuals in addressing current health, medical, care and safety or other needs of the Vulnerable Person. The LPS use and sharing of Personal Information will be consistent with, and compliant to, Sections 39 to 41 of the FOIP Act, and for other legal requirements where they are consistent with the FOIP Act.

By proceeding to register an individual in the VPR, you acknowledge and understand that the collection, use and disclosure of the provided Personal Information will be used for the purposes outlined above.

Annual Renewals/Updates/Removals

It is the responsibility of the Vulnerable Person and/or their legal advocate/guardian to renew participation in the Vulnerable Person Registry on a yearly basis and to ensure that the information on file is current and valid. If not renewed, the file will be deactivated. 

If required, changes to information can be made before the annual renewal by re-submitting the Vulnerable Person Registry Form with the updated information. 

To remove a registrant from the VPR, email your request to the Vulnerable Person Registry Unit. 

Waiver

The Registrant and/or their legal advocate/guardian releases, waives and forever discharges the City of Lethbridge, the Lethbridge Police Commission and the Lethbridge Police Service and its employees, agents and assigns, as well as other laws enforcement bodies or agencies assisting the LPS from all claims, demands, damages, costs, expenses, actions, causes of actions, whether in law or equity, resulting or alleged to directly or indirectly result from you, the Registrant, or any other parties' use or involvement in the Vulnerable Person Registry.
